Vermont is the land of maple syrup and Ben and Jerry's. The very progressive state's exports far outweight the impact of its sparse population. Not only is Burlington the smallest "big city" in a state, but Montpelier is the least populated state capitol in the country. Not surprisingly, Vermont doesn't have a tremendous amount of business licenses and permits -- and those it has are very straightforward and accessible. Entrepreneurs will find a business license and permit paradise among the green mountains, ski slopes and dripping maple trees.
