Indiana is one of the greatest agricultural centers in not only America, but the world. In part because of its largely rural population, Indiana centralized many licenses and regulatory functions at the state level. Entrepreneurs can expect to get most of their licenses and permits through various state agencies and enjoy relatively little regulation at the local level.
In Indiana, specialty food shops such as spice, cheese and gourmet shops need retail food licenses. Depending on the state, county and city, these can amount to up to eight different licenses and permits. Retailers must also submit retail food plans and adhere to environmental health regulations in order to stay in business.
